When should I be shifting my 2010 Jetta Sportwagen TDI for best mileage? - sportwagen tdi

I read with me should not go late min under 2500 rpm, but I think I should change the Mileage min 1700 rpm, I am okay to lower speed, I know, diesel has a high torque and can get before to want to but not what is best for the car. So what is the best model of evolution of the performance (eg, Go Fast!) The car is very strong minutes on 3000 rpm, so I guess I'm reving too hard, but it moves more quickly if I am on - what makes a person with experience recommend (my first car manual BTW)
